廃棄物処理改善目指す ＪＩＣＡと北九州市が協力
国際協力機構（JICA)の草の根技術協力事業「ダバオ市における一般廃棄物処理システム構築プロジェクト」が開始となり、7/25~7/29に北九州市、北九州国際技術協力協会及び北九州市環境整備協会のチームがダバオ市を訪問した。ダバオ市環境天然資源局をカウンターパートとして、コミュニティレベルでのゴミの分別・収集・運搬の改善、リサイクルのルート確立に取り組む。期間は３年間の予定。本パイロット事業はゴミの分別・収集・運搬・リサイクルのモデルとしてダバオ市や近隣自治体、さらにフィリピン全国に展開することが期待されている。
北九州市においては1901年に国内初の本格的溶鉱炉である官営八幡製鉄所が操業を開始し、日本の近代産業の幕開けの象徴となり、四大工業地帯の一つとして日本の高度成長を支えてきた。一方で深刻な産業公害がもたらされ、市民・行政・企業が一体となって改善に取り組み、現在では公害を克服し且つ高度な経験技術が蓄積されている。またダバオ市と北九州市は2017年に環境姉妹都市協定を締結している。
今回の事業はフェーズ２であるが、前身の草の根技術協力事業「ダバオ市における廃棄物管理向上支援プロジェクト」(2017 年4 月～2020 年3 月)において、ごみの排出源での対策（発生抑制/減量/分別等）に取り組んだが、排出されたごみの収集・運搬、回収が適切に実施されていないことが一因で居住地域や海洋へのごみ流出等の問題が生じていることが明らかにされていた。
ダバオ市とはオンラインでミーティングを行っていたが、新型コロナや大統領選挙の影響で渡航が遅れていた。事業はダバオ市において最大の人口を有するバランガイ・ブカナ（行政最小単位）で実施される。第１段階として、２～３の小さな集落（プロック）を選定、収集初の数を増やし、且つ回収方法を３つ組み合わせ最適な方法を検討する。効果を確認後、第2段階として、同バランガイ内でより大きな地区に拡大し実施する。
チームは先ずダバオ市環境天然資源局でミーティングをした後、バランガイ・ブカナ、資源ごみのリサイクル会社３社、ジャンクショップ３社、ダバオ市の海岸清掃の担当部署、他バランガイの事例も視察。ダバオ市警察に治安も確認し、在ダバオ総領事館と情報共有するなど限られた時間の中で精力的に情報収集・関係構築に努めた。
ブカナのバランガイ長ローランド・タラヘラ氏（71）は、「ゴミの問題は非常に大きな問題であり独力で改善することが難しい。ブカナを選んで頂き光栄でJICAと北九州市に対して非常に有り難く思う。事業に対しては全面的に協力する」とコメントした。
ダバオ市環境天然資源局のマリビック・L・レイエス局長(57)は、「北九州市のチームがもたらす経験や技術はダバオ市の市民にとって非常に大きな助けになる。北九州市にはJICAを通じてダバオ市を選んでくれて感謝している」と述べた。
チームリーダーで公益財団法人北九州国際技術協力協会の近藤保光氏（71）は、最終日(7/29)の会議の席で「このプロジェクトでは住民の皆さんの協力が重要」 と再度丁寧にバランガイでの活動を説明。「バランガイ長は２つの地区においてパイロットプロジェクトの実施を要望されておられた。我々も要望に添えるよう実施したいが、限られた投入機材や他条件を考慮し、１箇所に集中し成功モデルを作った方が良いと考えた。関係者（バランガイ長や役員、ダバオ市環境天然資源局）にも確認し、全員の合意を得た」とパイロット事業地の決定など今回の調査で進捗があったことを語った。
北九州市環境局国際戦略課の濱田博志氏（50）は「今回私は初めてダバオに来た。まず、自分の街をきれいにすることから取り組んでいって欲しい。街が綺麗になればゴミに対する意識も変わる。私がやるべきことは意識を変えることなのではないかと思う。意識の変化が起こったところに、収集・運搬等の技術面の肉付けができれば」とコメントした。なお、濱田氏より北九州市長からのダバオ市長への伝統工芸品の贈り物がドミンゴ副行政官を通じて渡された。

However, it had come to light that problems such as the discharge of waste into residential areas and the ocean had arisen partly due to the fact that the collection, transportation, and recovery of waste were not properly implemented.

After meeting at the CENRO, the team visited Bucana, three (3) recycling companies, three (3) junk stores, and the department in charge of coastal cleanup (ASU) in Davao City, as well as cases in other barangays. In the limited time available, efforts were made to gather information and build relationships, including confirming security with the Davao City Police Office (DCPO) and sharing information with the Consulate General in Davao.

I hope that once the awareness changes, we can add technical aspects such as collection and transportation to the mix. A gift of traditional crafts from the mayor of Kitakyushu to the mayor of Davao was passed through the hands of Mr. Hamada.
