フィリピン食品医薬品局からの指示（業務メモ）

 2026年2月3日、フィリピン保健省食品医薬品局ダバオ地方事務所（Food and Drug Administration Regional Field Office XI）の営業許可証（Lisence to Operate)の更新のための 査察を受けました。製造業の資格として、コーヒー生豆、今後はカスカラも追加します。

結果、以下の指示を頂きました。忘備録としてメモしておきます。

The FDRO (Food Drug Regulation Officer) visited the establishment following the deferal of inspection schedule for the renewal of LTO

Upon walkthrough, the following areas for improvement were noted:

1. To attend Good Manufacturing Practices (GMP) Seminar. （適正製造規範：製造管理・品質管理の基準）セミナーへの参加。科学技術省（DOST）が開催。

対応：2/11のGMP のオンラインセミナーにスタッフと共に申し込み済み。今後その他のGMPも受講する。

2. To establish GMP manual reflect process flow, cleaning and sanitation, Pest Control, Personal Protective Equipment (PPE) / uniform, organization Chart（適正製造規範の社内マニュアル作成。プロセスフロー、清掃・衛生、ペストコントロール、ユニフォーム（エプロンやロッカー）、組織図などを用意すること。

3. Weighing scales for validation / calibration by Municipal / Treasurer's  秤の確認、較正をBansalan町の会計局に行ってもらう。

対応：役場の会計局に行ったら、「店でやってもらえ」と言われ、店では「Calibrationの認証シールは知らない」と言われ暗礁に。スタッフに再確認してもらう。

4. List of suppliers of raw materials and packaging materials　サプライヤーの団体名および袋の材質・名称をFDAに連絡すること。サプライヤーは、BACOFA CoopとDubria Farmの2団体。袋のブランドはEcotact、材質はPE（ポリエチレン）、EVVOH（エチレンービニルアルコール共重合体）、ポリアミドの重層構造。

5. To serve Potability Certificate of Spring water and solid waste management　水の分析（ダバオ市の場合は、Waterlab Water Testing Laboratory Inc.で実施出来る。）

6. To provide locker / changing area for employees and handwashing station.（ロッカー、着替えエリア、手洗い場の確保）

対応：ロッカーは購入する。手洗い場はある。着替えのために仕切りを作る。

7. To establish Procedure in how to handle and receive raw materials; criteria for acceptance and rejection.　（カスカラの受領方法、カスカラの品質の基準を明記するように）カスカラとはコーヒー果実から除去された果皮及び果肉。収穫直後～発酵3日（72時間）以内の果実のものだけを認める。4日以上発酵させた果皮は購入しない。

8. To delicate area for finished products and raw materials & packaging.（原料と製品の置き場所を確定させること。）

対応：製品の置き場、受領に部屋を１つずつ充てる。

9. To install screens to all window openings.（すべての窓とすき間にスクリーンを貼る事）

対応：Marivic さんを通じてワーカーにネットの購入と取り付けを依頼済み。

以上の指示に対する改善を終えた状況の報告または改善の計画案のFDAへのレポートの期限は2/17。このレポートの内容をもって営業許可が認可される。

基本的にはカスカラの製造のためにこの建物を使用します。

果皮をアポ山の豊富な飲料用の水で水洗いし、天日干し、水気を切って即機械乾燥機にかけます。どこよりも清潔なカスカラを作ります。

対応事項

1) Ms. Merry Antoanino attended the GMP seminar and obtained the certificate of attendance on Feb 11, 2026. We ll continue to attend the other related seminars.

2) The manual and workflow are to be prepared. Unforms, clog sandals, and hair nets were bought. 

3)   We have visited treasurer of the Municipality of Bansalan. They suggested to process it at the electrical shop. We have visited the shop, however the shop keepers did not know the proof of calibration. We ll visit the Treasurer office again.  

4)  List of suppliers of raw materials: BACOFA Coop, and Dubria Farm, Inc.

      Packaging materials: Ecotact, which material is a multilayer structure of PE (polyethylene), EVOH (ethylene-vinyl alcohol copolymer), and polyamide.

5) We will schedule to bring 1L of water to Waterlab Water Testing Laboratory Inc. in Davao City.

6) We ll buy Locker. We shall buy a push-button hand soap dispenser.

7) Standard of Materials: Cascara refers to the pulp and skin removed from coffee cherries. Only fruit processed immediately after harvest or within three days (72 hours) of fermentation is permitted. Pulp fermented for four days or longer is not purchased.

8) Room 1: Receiving Raw Materials. Room 2: Stock the finish products.

9) We requested the carpenter to purchase and install the screen.

１．Ecotactの原材料：

Ecotact bags are made from multi-layer high-barrier plastic materials.
・Polyethylene (PE)
・Polyamide / Nylon layers
・Multi-layer hermetic plastic

We send request to Ecotact to issue the Certificate of Materials, since FDA requested it, although the materials are known as above.

2. To secure Water

Ms. Merry Antoniano visited Davao Analytical Laboratories, Inc. in Talomo District, Davao City, to submit the collected water sample for laboratory analysis as part of the FDA compliance process on March 9.

3. No Locker/changing room for employees and handwashing station

We bought and delivered the locker on March 7. 

Locker was bought on March 7 2026. 

A hand washing will be installed on April 2, 2026. 

4. To establish procedure on how to handle and receive raw materials; criteria for acceptance and rejection 

1. Skins of fresh cherries are to be accepted. 

2. Skins of fermented cherries more than 3 days are not accepted. 

Since we shall do sorting after mechanically drying, quality of raw materials are not so strict as long as they are fresh. Ripe cherries are preferable.
